From your question, I gather that you dog is not a young dog and is used to using your toilet's as it's toilet. So, it has had this habit for a long time and it will be difficult to change it. You will need to be patient. Here are my suggestions.
1) Your dog smells pee and poo in the toilet (both his and yours). First thing is to reduce or minimise the smell. The earlier suggests of bleach PLUS pepper is a good start.
2) If you have an upstairs toilet (to which he does not have access) and you use that instead, that will also reduce the smell in the downstairs toilet.
3) Shutting the toilet door might help. However, he is likely to just start doing it elsewhere in the house, which might be even worse.
4) The problem is that he believes that the toilet area is the area to pee and poo. You need to retrain him that outside is the proper area to do this. Given his age, this will likely take some time.
5) I would advise against punishing him. He will know that he did something wrong but won't understand what you want. Reward works better.
6) I would suggest that you watch for when he does his business in the bathroom. Soon as he starts, immediately take him outside. If he does his business outside, then praise and reward him. Have a keyword (e.g. "PEE") which you use at this time. Whenever he does his business outside (even if it is while walking), IMMEDIATELY praise him and use the keyword.
7) The use of a CLICKER as positive reinforcement can be helpful.
8) To summarise the above, the secret is to:
a) Get him to do his business outside, using whatever tricks are neccessary. If you have to feed him a big meal and then take him for a walk in order to make this happen, do it. But until he does his buiness outside, you can't progress.
b) As soon as he does his business outside, tons of praise and positive reinforcement, and the keyword.
c) Eventually he will associate peeing outside with praise. Also, he will learn to pee outside on command (given you more opportunity to give positive reinforcement).
9) Once he has learned that going outside is right, you can then start discouraging him from doing the business inside. When he does the business inside, a sharp NO, followed by taking him outside. However, until he has learned that going ouside is the right thing, punishing him for doing the wrong thing is unfair and counter-productive.

i had the same prob. and i went across my bathroom with bleach to get their smell out of it, and then i only feed them when i am home, i do leave water out for them but i will let them out several times a day and i haven't had the prob. since unless i am gone all day and evening
u could try the can dog food if u haven't, most dogs love it and if he does like it then mix it in with dry dog food
Simply do not allow him in there anymore. and if he does it anywhere else, act very disappointed and drop it. you can also try making him sleep in there. they don't like to do their duty where they sleep.
if he isn't eating dog food, what is he eating? don't give him a choice. give him the amount reccommended for his weight at the same time every day, and take it away after an hour. he'll learn that it's time to eat. If he does not eat, try the vet.
Put him in the backyard
Try giving him cat food! That's how my grandpa's dog is.

Keep your dog out of the bathroom
Here is my advice to you as an Animal Control Officer. The first thing I would recommend is purchasing this DVD. http://www.petsincredible.com/productdet. I do not know if you can order a single copy or not. If not check with your local shelter to see if you can obtain one from them. It is a GREAT training tool. To better answer your question it would help to know what kind of dog and what kind of food you are trying to feed him or her. First off if you are feeding cheap dog food STOP! It may say 100% Nutrition, BUT. The filler they use in the cheaper dog food goes right through a dogs system. So it's worth the extra money to get good food such as nutrimax or science diet. It will ultimately improve your dogs stool, and may just help them control their bowel movements easier. Also how long does the dog have to stay in the bathroom? If it has to stay there for along time then you surely can't expect him or her to hold it for say 8 hours? In that case I would buy a kennel crate with enough room for your size dog, and crate train him or her. At any rate good luck, and if you can try to pick up the DVD. You will love it.

I have the answers for both of your questions..first the food..I have what I called a very fussy dog wouldnt eat anything so what I did was brought some good quality dried dog food.I found purina is the best also buy some gravy granuals (bisto) make a little gravy with 1 tspoon of granuals and a little hot water, then add a little cold water to get the right temp make sure its warm and not cold, .if your dog is next to you she will be really interested,leave for a few minutes so it just soaks but not completely soaked in.
right now for the weeing..at pet shops or diy stores they sell pepper dust, completely scrub the bathroom floor with a solution of bleach, when dry sprinkle the pepper dust where your dog normally goes, you will only need to leave the pepper dust down for a couple of day till your dog gets the hint, he only goes there as he has 'marked his spot' if you see your dog going to the bathroom clap your hands loudly to make him look at you then take him outside..hey presto..no more poo or wee.This does work.. trust me!!
You should start going in the garden. You should also start eating dog food.
I had a rescue dog that would only drink out of the toilet because this was the only place he had ever found water. It took a long time for him to trust me but over time he learnt that he was going to be looked after properly. Dogs have a long memory and abused dogs aren't very quick to trust. Don't get to cross with it, maybe something simple as just keeping the door closed will encourage it not to relieve itself in the bathroom. Does it have easy access to outside? And always leave his food in the same place for it to be found when needed. Good luck and don't give up ~ it will be worth it in the end.
He probably got hit for shi.tting all over the place. Do what I do to train a dog, just beat them to within an inch of there life. Then be all nice to them, they will be so confused they will be good. I trained this old ladies little dog but went to far and had to dump it in the river in a sack I told the woman it ran away. Close your bathroom door, but you may find that has been where he has been before, it is difficault when you get a dog that has been treated wrong in the past! Have you tried pedigree dog meat and mixing a bit on chicken or ham through it? Or using a stock cube to flavour dried dog meal! Sometimes if my puppy is not interested in her dinner i make a little gravy and pour it over. Good Luck xx
