A 3 month old puppy is a baby who has to learn how to behave. For now, keep the birds caged. It takes time to get them used to each other - your cats don't realize this is a baby who wants to play. Well u can first of all keep your puppy close to the other pets I know dogs are not that cruel to creatures like other animals so relax and show ur other pets one by one to ur puppy he/she will get used to them as time flies by!
* but remember not to show all the pets to ur puppy all at once*
