how to be safe from a closely chasing ferocious dog?

My old neighbor used ot walk with me at night. There was a big mutt of some kind that was always loose, never supervised and ALWAYS came after us because I had my dog with me. My neighbor used to walk slowly toward the attacking dog with his arms wide open. It always worked. I was amazed!
The only thing I can think of is some kind of cover. Jump a small fence, or even enter a nearby yard which has a gate and close it behind you. Or, jump up on a parked car (worry about the owner's anger later.right now just get away from that dog!). Another thing is to get up on anything that's high (tree, or even a straight-up ladder like a fire escape one.something dogs can't climb). Later, after it's over, you should report the dog and owner to Animal Control if you know where the dog lives.
Give the owner 1 (ONE) warning notice that you are concerned about their dog.
If he does not respond to assure your safety.

Pray hard, don't loose your kool, be assertive and don't run, for God's sake. Extend your arms and make sure you don't show your fear.
The wide open arms helps, but use the deepest tone of voice you can muster to call out "Off". Don't run if you can, dogs get excited by chasing their "prey". You have to assert your best authority figure you can, and try not to show any fear. If you know that a certain dog may be a permanent problem, don't hesitate to get pepper spray and use it. It's humane, plus it saves both dog and person from a nasty confrontation.

If you get attacked, fetal position and cover your face and neck as best as you can. Most dogs have the instinct to go for the throat.
Most places have leash laws. If the dog is chasing you chances are that it's chasing other people too. Call the authorities. OR Take another route!
