I just got a new border collie male, he is four months old. I have been taking him out every couple of hours and he does pee outside when i take him, and I am sure to really praise him and give him a treat. Occasionally he has gone inside on newspapers that I have put down for an emergency, but this morning he has gone and went pee in the corner of the room on the carpet twice!! Right after he went pee outside he comes in and pee's on the carpet. Its a brand new home so he cant be smelling other dogs pee or anything..how do I get him to learn to hold his bladder for when he goes outside every couple of hours.

Chances are he's not peeing when he's outside, but marking. You need to take him on long walks. And if you know that he's about to pee inside, grab him immediately and put him outside. He will get the hint eventually.
*Marking and peeing are basically the same, except that to mark, the dog will not empty his bladder, and can mark over and over and over again. They also mark spots when taken for walks. It's their way of leaving 'bread crumbs' to find their way home if they were to get lost. If he basically lifts his leg and pees only for a second or two, he's just marking, not urinating.*

You need to really keep a close eye on your puppy at this age. One thing that could be a problem (we have a 5 month BC and had this problem) is that your puppy doesn't quite know how to let you know he needs to go out. We solved this by hanging some jingle style bells on the door our BC goes out. We would make a point to ring them when we let her out and it only took her a day for figure it out. We still have an occasional accident, usually because my boys are playing and being noisy, so I didn't hear the bell ringing, but otherwise, this has worked wonders.

It sounds like you're doing the right things, so he must smell something there. Try using Nature's Miracle on the spot ( follow the directions carefully) and block off the area for a while.
Keep walking him on a leash every couple of hours and giving him a jackpot of treats and you should be fine.
Gross thought: Its a brand new house-- but when houses are being built they aren't always all closed up after the subfloor is put down. Some animal could have been in the house and peed on the subfloor before the carpet went down and the house was secured. He could be smelling that.
Males mark thier teritory,unfortunately,about the only thing you can do is limit his intake to certain times and then in 5-10 mins. take him out.You cannot rush him,give him time pee and poop.When the pup drinks and eats he will instintively want to go potty.I f he contiues to wet the house floor try crate training.There are big crates available at pet stores and even Walmart.Keep the bad boy in his own special home and he will let you know when he needs to go.Feed him inside the crate or pen and he doesn,t want to mess up his own space..If this doesn,t work you may have to use a belly belt with a soft cloth to cover his penis.they can be made or purchaced as well.they are similar to pants for a female pup.the belt can also be made from a sock or sleeve of a cotton or tee shirt.It will have to be tight enough to protect his wee-wee from exposure.Hope this helps you.I have all male pomeranians and they have tiny little wee-wee,s so I have experience with this problem.C.H. Believe it or not, there are what I call "belly bands" for boy dogs that are available in most pet stores. (There are panties for girl puppies too) It is just a band that wraps around the dogs belly and covers his **. There are pads you put in them to absorb the urine. Most dogs don't like them, and it will deter him from peeing in the house. And if he does, the band will absorb the urine.
You say you praise the dog and give him a treat when he is good outside. The dog also needs to know that going in the house is not acceptable and displeases you. Don't be angry at the dog, be angry at the mess you have to clean up. All a dog wants is to make his human happy, if what he has done makes you unhappy, it won't take him long to learn what he has done upsets you.
Once his scent gets into the carpet, you have to get it out completely. I use Nature's Miracle. It is available in most pet stores. It is an enzyme that destroys urine. Use it a number of times to be sure you get all the urine out of the carpet and padding. IF, after the first or second use, the smell gets worse, it's OK, that means the enzymes are working, keep using it, until it smells no more.
