How to reason with a stubborn Bulldog?

I have the most stubborn Bulldog. Among other things, I am having so much trouble getting him to go outside to pee. When I open the door to let him out, call to him..he runs the other way. When I finally get to him, he plants himself firmly. I have to grab his collar and pull him along the hardwood floor. It's funny and cute but also annoying. Any thoughts on how to address this? Thank you.

You are making one huge mistake with this dog! You absolutely never, ever call a dog, then give him any kind of correction. Coming when called has to be a pleasant experience every single time or he'll learn very quickly not to come when you call, then you've got a major problem. He's learned to anticipate that you're going to be angry with him, so he doesn't come. He's not stupid!

You might have to put him on a leash for now to get him to go out. Go out with him, tell him "go pee", give lots and lots of praise the very second he pees, then go back in the house. This way he learns to differentiate between play time outside and potty time outside. Dogs learn best (and quickly) through lots of positive reinforcement, rather than correction.

You need to work on getting him to come when called right now. This could save his life one day. Never call him and then punish him for anything. Make your voice very pleasant, coax him if need be, and reward him for coming (with treats or pets or praise, whatever works for him). To begin with, you might have to have him on a leash or long, light rope so if he doesn't come, you can gently tug him towards you, praising for all progress. Run backwards like you're playing while you call his name, get down on all fours, do whatever it takes to make him realize that coming when called is always a good experience for him.
take him out and ignore him until he goes toilet - once he does praise him like crazy then give him his favourite treat. also, play with him in the garden or give him things out there that he likes. also, some dogs are afraid of the most simple things - my staffy HATES fans and refuses to go into a room if there's one in sight - even turned off, try find out if anything is scaring him and if it is either remove it or introduce it to him in a way he knows it cant harm him.
