how can you get a bassett hound to listen to you when you tell her to sit, stay, or lay down.?

Its propably those huge flaps over her ears! she has very selective hearing..lol..sorry about that..
the best way to a dog;s ears are through the stomach,,Refuse to give her any treats or her evening meals, until she sits for a full minute..
No free lunches, until she learns to listen..require her to fulfil a command before giving any thing, until she has it down..

YOU HAVE TO TEACH THEM WHAT THE WORDS MEAN!
The commands are "Sit" "Down" "Stay"
Say their name and then the command (gets the dog's attention first.) Mitsy Sit! Mitsy Down!
First get a collar and a 6 foot leash and put them on the dog (can't teach them if they are bolting under the table) and then,
(1) You get down and give the command and physically put the dog in the position and praise them once they are there. You keep doing this.
(2) Once they seem to be getting it and resist less, you encourage them (good good sit) and you help instead of putting them into the position.
(3) The more they get it, the less you 'help.'
Praise is NOT food. It is pets, hugs, tummy rubs and happy voice. DO NOT DO THAT STUPID FOOD THING. "Please please sit doggy and I'll give you a cookie" only works it (1) you have a cookie at all times in your pocket and (2) doggy doesn't want to do something else more than they want the cookie.
Clickers are for morons who are too dumb to learn to say Good Dog when the dog does it right.
Correction is NO is a deep stern voice.
You always have your voice and hands - use them
STAY comes after they learn the commands Sit and Down, and it is how you use your voice, hand and how far away you move in increments (like just in front of them to start.)
YOU NEVER GIVE A COMMAND THAT YOUR ARE NOT GOING TO ENFORCE THAT INSTANT.
There is a lot more to it than I have sketched out. Problem is I can get any dog to do sit/down and even hold a short stay in 3-5 days; but it is the owners that it takes me 3 weeks to train on how to train their dog to do sit, down and stay.
Now you both need a GOOD obedience class - and that is NOT Petsmart or Petco.

Even it they are an hour or more away, they will know other people all over the state.
All you need to know is persistence, and love. Praise works better than punishment. Bassets can be veyr hard headed, but don't give up. Know that this is a training for you to get to know your dog as much as for him/ her to understand your wishes.
Our Basset actually is trainable but being extremely smart, she likes to to mess us around before getting down to actually learning something. Bassets are very clever (perhaps too darn clever =) ), and will make training tough but if you start early and persist, and give treats only when commands are performed correctly (Basset get a little greedy sometimes and might only sit till they see the reward) you should be okay. Ask your vet to recommend someone who does training or classes.
EDIT: you will need to train the dog perform the command without being rewarded every time. The best reward of course is affection. I started by giving a cookie reward and alot of praise for every correctly performed action. Then I would give the affection and not the cookie every other time. Now she does what she is told too for a simple "Good girl" and a pat on the head. She actually learned to sit in about half an hour and lie down in twenty minutes. The weening off the food reward takes two or three days though.

That being said, bassets are not the type of dog to give you "instant" obedience. They are bred to be independent thinkers. If you want them to respond reliably to commands, they need to know
a) that you mean it and
b) what's in it for them.
